On 22 May 2007, TERRAPPA has informed the new French President of our request addressed to Mr. Jacques Chirac whose acknowledgements of receipt were not really encouraging.

On 1 June 2007,
TERRAPPA celebrated its first anniversary.

Dear UN Secretary-General designate,

TERRAPPA, an autonomous and non-profit organization with a humanitarian vocation expresses through me, its warmest congratulations to you, on your appointment as the UN Secretary-General to succeed Mr Kofi Annan.
The UN is an old institution with an ideal objective, which, with time, has become a complex administration. It employs a large number of officials and depends on the huge contributions made by member States. It gives hope for a better future for mankind, without wars and, with every possible help, to support a sustainable and profitable development wherever it intervenes. However, it cannot limit itself to redressing the bad effects of politico- military decisions affecting exposed populations.
The change of the UN Secretary-General is thus an opportunity to hope for a similar change in the quality of the role played by this institution in the world, given the pressure it can apply against the threat of wars announced by certain states, convinced of their superiority and their right over their rival. But political and military pressures within this organization, very often affect its efficiency.
TERRAPPA has appealed to Mr Kofi Annan on this subject, but in vain. The response received from New York led us to understand that, the opinion of simple citizens like us, cannot be considered by the UN. In other words, simple citizens do not exist, and if they do, they cannot interfere with the proper functioning of the organization. If the world lived in peace, what would happen to all those industries working in favor of war?
Our proposal to include in the UN Charter, once and for all, the prohibition to have recourse to war in order to impose the will of the more powerful is too embarrassing to be given any consideration. The UN says that it is up to the member countries to make the request. But which countries? France herself has sent us a reply without giving the slightest indication of approval.
The subject is taboo and can only displease the Americans and member States who, because of their financial loans, are dependent on the USA. Surely, Mr Kofi Annan has not been able to create the conditions necessary for a general debate on the opportunity to apply a more efficient resolution in order to make of peace an absolute means for living and development rather than an objective which is always postponed according to the prevailing circumstances.
You will be, Sir, the next UNSecretary General, the primary hope for a declining human society. The hope that you will try to stop the excessive instinct of power of those whose arrogance discourage and depreciate every educated, balanced, and civilized conscience in this reality which is putting at risk the future of whole mankind..
TERRAPPA wishes you courage and determination in your new and eminent function at the UN, and also, much success in all the initiatives which you would take or suggest to member States at the right time.
