2nd proposal of TERRAPPA
("We physically belong to the earth")
The documents concerning our proposal were sent to the International
Federation of Human Rights (hereafter IFHR), to the attention
of the President, Mr Sidiki Kaba, on 31 July 2006.
His response will be published on our website as well as the follow-up of
our campaign against the indifference of those people who receive our
message. Already we invite them to firmly support TERRAPPA's claim
whose objective is to restore a natural and desirable order in the
organization of human society which has been so disturbed over the past
centuries.

Secretary General of Organisation Internationale de la Francophonie (OIF), Paris.
Subject: Addition of paragraph 3 to Article 13 of the
Universal Human Rights Declaration
Dear Secretary General
Please find enclosed copy of a letter from TERRAPPA to FIDH, requesting the latter
to add paragraph 3 to article 13 of the Universal Human Rights Declaration of 10 December
1948, accompanied by the motives of our action, and by the proposed text prepared by us.
The Universal Human Rights Declaration has, over the years, followed the principles already
established in the Declaration of Rights for the Citizens of the State of Pennsylvania, of
June 1776, particularly the natural rights of the citizens, including the right to belong to a
country, at least geographically speaking.
The objective of TERRAPPA is to allow all those who were brutally exiled from their
ancestors’ land to discover, as far as possible, the original country of their last known
ancestors and by so doing, to become aware of the responsibility to transmit the values and
qualities to future generations.
In an email dated 3 August 2006, we informed you of our letter to FIDH, and we also appealed
for your support. It seems that you have not received this email. In fact, we have not received
any reply from FIDH since last July, not even an acknowledgement of receipt of our letter. […]
I hope that you will consider sympathetically our organisation’s request, and look forward to your
collaboration within the Espace Francophone.
